NEW YORK — Home textiles industry members are being urged to respond both to the federal Consumer Products Safety Commission (CPSC) and the California Bureau of Home Furnishings and Thermal Insulation on their updates this month regarding flammability regulations for home textiles products.
This week the CPSC will publish a briefing package on the bedding flammability issue with the option to issue an Advance Notice of Proposed Rule Making (ANPR). The Home Fashions Product Association (HFPA) plans to comment and encourages all members to review the notice and comment, especially in terms of how it will impact the products and the costs in today’s marketplace, said Robert Leo, counsel to HFPA.Regarding the California situation, the Bureau of Home Furnishings and Thermal Insulation is holding a meeting on Nov. 18 of the TB604 Bedclothing Task Force to discuss test results and the updating of the proposed TB604 standard. The industry is concerned about the data which dates back to 1998 and the test methods regarding the fill ingredients, said Leo. The Bureau members, he added, say they do not have to consider cost or environmental considerations.Late last month, HFPA member Steven Palmer, CEO of United Feather and Down, met withCalifornia’s Secretary of Consumer Affairs to express concerns over the proposed standard. At that meeting, discussions were held on finding out what the effect was going to be regarding costs and effects on consumers, Leo reported.
