Textiles battle shifts to Doha

Washington.– The safeguard issue may have come and gone, but sourcing lobbyists and U.S. manufacturing coalition lobbyists continue to battle over textiles trade arrangements.
Today, the American Manufacturing Trade Action Coalition endorsed the Republic of Turkey's formal proposal for a separate sectoral for textiles and clothing within the ongoing WTO Doha Development Round's Non-Agricultural Market Access (NAMA) negotiations.
Turkey's is the first sectoral proposal that would take into account regional trade preferences in the textiles and clothing sector. The initiative is aimed at restraining the growth of China’s textiles exports to the world market.
Last week, a coalition of pro-import organizations urged WTO ambassadors to shoot down Turkey’s proposal, saying sectorals were created as instruments to liberalize trade rather than restrict it. That group includes the National Retail Federation, the Retail Industry Leaders Association (formerly IMRA), the American Apparel and Footwear Association, the U.S. Association of Importers of Textiles & Apparel, the Travel Goods Association and EuroCommerce.
